Sutro Complete Street Project

Headway completed traffic planning & analysis services, PS&E for signal modifications at five locations, PS&E for the installation of rapid rectangular flashing beacon (RRFB) crossings at two locations, and construction support for the implementation of a Federally funded complete street project.  The improvements focus on safe and efficient pedestrian travel and incorporate current ADA and new MUTCD requirements. The planning process for this project consisted of reviewing the corridor, identifying and ranking existing pedestrian/bicycle/ wheelchair travel impediments, and conducting 12 hour pedestrian/bicycle/wheelchair counts at four locations using in-house video recording technology to identify volumes for each mode, users, primary travel paths/crossings, and other key trends/considerations. We performed AM and PM peak hour level of service analysis at each signalized intersection in the study corridor to determine the lane configurations necessary to maintain acceptable levels of service. We then developed conceptual layouts to improve the safety for pedestrians and cyclist while maintaining acceptable traffic operations.
