In order to serve long-term population and housing growth as described in the City of Chico General Plan, and the planned widening of Eaton Road to four lanes east of Floral Avenue, Headway conducted an Intersection Control Evaluation (ICE) for the Eaton Road / Floral Avenue intersection. As part of the study, Headway evaluated two options – constructing a traffic signal or a roundabout. The goal of the study was to support the California Environmental Quality Act (CEQA) review process, to identify what improvements are needed, and to provide an analytical analysis comparing the costs, benefits, and detriments of signalized control versus a roundabout. The final analysis concluded the Eaton Road / Floral Avenue intersection should be converted from an all-way stop to a multi-lane roundabout.
