As part of an on-call contract, Headway worked with the City of Chico to finalize a comprehensive and data driven Local Road Safety Plan. Headway analyzed the most recent five years of crash data to identify long-term trends, high-crash corridors and intersections, and also worked with the City and key stakeholders to identify initial Focus Areas. This plan included unique public outreach strategies, including an online survey and interactive map, due to the impact on public in-person meetings from COVID-19. Selected countermeasures were compiled into potential projects which will address safety issues and FHWA Risk Factors at the intersections and segments with the highest societal cost from crashes. To facilitate implementation of engineering and non-engineering countermeasures and strategies, Headway developed a phased implementation plan for all recommendations.
